The recent winter storm in Texas left 4.1 million people without power, with many dying as a result of exposure to freezing temperatures. Many more were put at risk due to the loss of critical medical care. Those who did not lose power may have been surprised with astronomical electric bills as prices spiked. All of these harms were caused by systemic and foreseeable failures across the Texas electrical grid.
While these types of storms are rare, they are not unprecedented. After a similar storm in 1989, the Texas Public Utilities Commission wrote a report outlining various improvements for ERCOT to make to ensure power delivery during cold weather events. This report was ignored and as a result a similar winter storm knocked out power to 3.2 million Texans in 2011. The North American Electric Reliability Corporation issued a review that stated that despite the recommendations made after the 1989 storm, ERCOT repeated the same mistakes it had made then. Fast forward to 2021, and we see the same failures repeated for a third time.
